In the game we play the role of a certain Vittorio Scaletti, who in 1945 ends his military service and returns to his hometown of Empire Bay. Subsequent tasks are quite varied, offering, among others spectacular skirmishes with members of rival mafia families, car rides during which we have to follow someone or run away from the police, and even challenges involving the necessity to act from hiding. However, the player is not forced to follow the plot path and in the course of the game can also devote himself to numerous side plots and additional activities.Compared to the first installment of the series, Mafia II offers much greater freedom of action and the possibility of unhindered exploration of the city around us, which lives its own life and tempts with a large number of not entirely legal attractions. The whole story takes place shortly after the events of Beyond Earth, which is why we will meet the leaders known from the previous installment of the series. The game differs in its assumptions from its predecessors - not only takes us into outer space, but also forces a different approach to the game. Instead of building an intergalactic empire, our primary task is to protect individual planets and combat regularly emerging threats. The fight itself takes place on the basis of a turn-based system, and each of the tasks takes place on a separate map, the vast majority of which is procedurally generated. After completing the required number of missions in a given sector, it becomes attached to our intergalactic federation. Then we can build our own buildings in its area, improving the economy of the empire. Due to the action taking place in space, Starships lacks classic units and has been replaced by powerful ships. The player can freely modify and improve them, e.g. by increasing the thickness of the armor or speed, or by adding the masking ability. We will also create some of the units ourselves from scratch, deciding not only about their combat capabilities, but also their shape and appearance. Traditionally, there is a technology tree in the game. Many of the branches of science and development are entirely fictional and based on futurological guesswork. Traditionally, victory can be achieved in several ways, i.e. by eliminating opponents, taking over a sufficiently large part of the galaxy, building the required number of so-called miracles or achieving a significant scientific advantage. Starships is based on a graphics engine that has already been used in Civilization V and Civilization: Beyond Earth. Due to the fact that they are intended not only for desktop computers, but also for mobile devices, the creators decided to simplify the production, allowing less advanced equipment to support the production.

As in Endless Legend, they now occupy more than one space on the map, and players can choose where to build new metropolitan districts as their population grows. Districts are divided into many categories - incl. industrial, scientific, commercial or military. Depending on the places where they are built, they will provide us with additional bonuses, and in the case of enemy cities - they will inform us about the role they play in his empire. Thus, we will receive a production bonus, e.g. by building an industrial district on mineral deposits. In turn, additional money will be provided by the commercial district situated by the river.
