In Lawmaking under Pressure, Giovanni Mantilla analyzes the origins and development of the international humanitarian treaty rules that now exist to regulate internal armed conflict. Until well into the twentieth century, states allowed atrocious violence as an acceptable product of internal conflict. Why have states created international laws to control internal armed conflict? Why did states compromise their national security by accepting these international humanitarian constraints? Why did they create these rules at improbable moments, as European empires cracked, freedom fighters emerged, and fears of communist rebellion spread? Mantilla explores the global politics and diplomatic dynamics that led to the creation of such laws in 1949 and in the 1970s. By the 1949 Diplomatic Conference that revised the Geneva Conventions, most countries supported legislation committing states and rebels to humane principles of wartime behavior and to the avoidance of abhorrent atrocities, including torture and the murder of non-combatants. However, for decades, states had long refused to codify similar regulations concerning violence within their own borders. Diplomatic conferences in Geneva twice channeled humanitarian attitudes alongside Cold War and decolonization politics, even compelling reluctant European empires Britain and France to accept them. Lawmaking under Pressure documents the tense politics behind the making of humanitarian laws that have become touchstones of the contemporary international normative order. Mantilla not only explains the pressures that resulted in constraints on national sovereignty but also uncovers the fascinating international politics of shame, status, and hypocrisy that helped to produce the humanitarian rules now governing internal conflict.

In InterAsian Intimacies across Race, Religion, and Colonialism, Chie Ikeya asks how interAsian marriage, conversion, and collaboration in Burma under British colonial rule became the subject of political agitation, legislative activism, and collective violence. Over the course of the twentieth century relations between Burmese Muslims, Sino-Burmese, Indo-Burmese, and other mixed families and communities became flashpoints for far-reaching legal reforms and Buddhist revivalist, feminist, and nationalist campaigns aimed at consigning minority Asians to subordinate status and regulating women's conjugal and reproductive choices. Out of these efforts emerged understandings of religion, race, and nation that continue to vex Burma and its neighbors today. Combining multilingual archival research with family history and intergenerational storytelling, Ikeya highlights how the people targeted by such movements made and remade their lives under the shifting circumstances of colonialism, capitalism, and nationalism. The book illuminates a history of belonging across boundaries, a history that has been overshadowed by Eurocentric narratives about the mixing of white colonial masters and native mistresses. InterAsian intimacy was—and remains—foundational to modern regimes of knowledge, power, and desire throughout Asia.

What are the limits of cultural critique? What are the horizons? What are the political implications? John Pemberton explores these questions in this far-reaching ethnographic and historical interpretation of cultural discourse in Indonesia since 1965. Pemberton considers in particular how the appearance of order under Soeharto''s repressive New Order regime is an effect of an enigmatic politics founded upon routine appeals to cultural values. Through a richly textured ethnographic account of events ranging from national elections to weddings, Pemberton simultaneously elucidates and disturbs the contours of the New Order cultural imaginary. He pursues the fugitive signs of circumstances that might resist the powers of New Order rule through unexpected village practices, among graveyard spirits, and within ascetic refuges. Key to this study is a reexamination of the historical conditions under which a discourse of culture emerges. Providing a close reading of a number of Central Javanese manuscripts from the late eighteenth century on, Pemberton outlines the conditions of knowledge formation in Indonesia since the beginning of Dutch colonial control. As he overturns common assumptions concerning colonial encounters, he discloses the gradual emergence in these texts of a discursive figure inscribed in contrast to the increasingly invasive presence of the Dutch: a figuration of difference that came to be called "Java."

Unpacking of the dynamics of conflict under conditions of nuclear monopoly, Paul C. Avey argues in Tempting Fate that the costs and benefits of using nuclear weapons create openings that weak nonnuclear actors can exploit. Avey uses four case studies to show the key strategies available to nonnuclear states: Iraqi decision-making under Saddam Hussein in confrontations with the United States; Egyptian leaders' thinking about the Israeli nuclear arsenal during wars in 1969–70 and 1973; Chinese confrontations with the United States in 1950, 1954, and 1958; and a dispute that never escalated to war, the Soviet-United States tensions between 1946 and 1948 that culminated in the Berlin Blockade. Strategies employed include limiting the scope of the conflict, holding chemical and biological weapons in reserve, seeking outside support, and leveraging international non-use norms. Avey demonstrates clearly that nuclear weapons cast a definite but limited shadow, and while the world continues to face various nuclear challenges, understanding conflict in nuclear monopoly will remain a pressing concern for analysts and policymakers. Xuanhe Catalogue of Paintings is the first complete translation of the well-known document produced at the court of Emperor Huizong (r. 1100–1125). Dated to 1120, the Catalogue is divided into ten categories of subject matter. Under Daoist and Buddhist Subjects, Figural Subjects, Architecture, Barbarian Tribes, Dragons and Fish, Landscape, Domestic and Wild Animals, Flowers and Birds, Ink Bamboo, and Vegetables and Fruit are biographies of 231 painters, ranging from famous early masters, such as Wu Daozi (ca. 685-758) and Li Cheng (919-967), to otherwise unknown artists of the Song-dynasty court, including fourteen eunuch officials and sixteen male and female members of the royal family. Titles of their pictures held in the palace collection are listed for each artist. These 6,396 paintings testify to the visual culture experienced by viewers of the twelfth century. The author''s Introduction analyzes the Catalogue as a source of evidence about the formation of the Song-dynasty palace collection and argues that the majority of its pictures were already in the collection before Huizong''s reign, as a result of conquest, confiscation, tribute, gift culture, collecting by earlier emperors, and the production of academy artists and regular officials at the Song court. Under Huizong''s reign, around a thousand other pictures were added to the Catalogue through acquisition and reattribution. Open access edition funded by the National Endowment for the Humanities.

What happened to veterans of the nations involved in the world wars? How did they fare when they returned home and needed benefits? How were they recognized—or not—by their governments and fellow citizens? Where and under what circumstances did they obtain an elevated postwar status? In this sophisticated comparative history of government policies regarding veterans, Martin Crotty, Neil J. Diamant, and Mark Edele examine veterans' struggles for entitlements and benefits in the United States, the United Kingdom, Japan, Taiwan, the Soviet Union, China, Germany, and Australia after both global conflicts. They illuminate how veterans' success or failure in winning benefits were affected by a range of factors that shaped their ability to exert political influence. Some veterans' groups fought politicians for improvements to their postwar lives; this lobbying, the authors show, could set the foundation for beneficial veteran treatment regimes or weaken the political forces proposing unfavorable policies. The authors highlight cases of veterans who secured (and in some cases failed to secure) benefits and status after wars both won and lost; within both democratic and authoritarian polities; under liberal, conservative, and even Leninist governments; after wars fought by volunteers or conscripts, at home or abroad, and for legitimate or subsequently discredited causes. Veterans who succeeded did so, for the most part, by forcing their agendas through lobbying, protesting, and mobilizing public support. The Politics of Veteran Benefits in the Twentieth Century provides a large-scale map for a research field with a future: comparative veteran studies.
