Throughout most of 1962, the United States and Soviets made rigorous attempts to break a stalemate at Checkpoint Charlie, though neither side was truly ready to forfeit. Ultimately, the renewal of Berlin harassments and the Cuban missile crisis put an end to these efforts, but the closer relations that had developed through Berlin talks helped to enable the Limited Test Ban Treaty in 1963. The Berlin Crisis signaled a transition away from multilateral East-West relations to a bilateral U.S.-Soviet relationship, remaining oriented to military positions in Germany. In this book, Williamson explores the significance of these events and shows how the negotiations held between 1958 and 1963 provided the templates for détente.

Elections are in trouble with general low levels of interest and turnout; Jeanette Morehouse Mendez and Rebekah Herrick suggest that if candidates looked more like America does, these problems would decrease. They call these elections where candidates differ in key social demographic traits descriptive elections. They predict that races that have candidates of different race and/or gender will see higher voter turnout out, because voters will be more interested in these races and will have less alienation and indifference. In addition, they predict that voters’ stereotypes/gender preferences, as well as elite behavior, can contribute to greater voter engagement. They also predict that campaigns in these elections will discuss a wider variety of issues, and the media will do likewise. They test their expectations by examining the gender mix of candidates in gubernatorial, congressional, and state legislative races. The results suggest that voters in mixed-gender and women-only elections have less alienation, less indifference, and greater interest. They also are more likely to vote. The results offer more modest evidence that campaigns and media coverage differ in these races. Thus the authors conclude that voters’ gender stereotypes and preferences have a larger effect on voters’ engagements in descriptive elections.

Currently, liberal democracy is threatened by authoritarian movements, not just in the United States but also in societies around the world. The liberal arts arrests authoritarian tendencies by advancing what it shares with the citizens of a liberal democracy: autonomy and freedom. Autonomy is the capacity to make reasoned decisions about a host of political, social, and personal matters—independent of external parties who seek to control our lives for the sake of their ends and at the cost of our freedom. But autonomy depends on people being able to enter into discussions—what I call discourses of mutual respect—designed to test ideas in public against facts and good reasons. This discourse is facilitated by an enlarged culture through which individuals identify what they hold in common and by which individuals work to understand their differences. Now, authoritarian regimes reject autonomy because it empowers citizens to designate the boundaries and content of political authority. Liberal democracies, in contrast, embrace autonomy because it is the basis for the political institutions that provide civic equality—and through it—the freedom of citizens to control their destiny. Yet, ironically, an enlarged culture and the discourse of mutual respect that, together, sustain autonomy are not likely to be produced within a highly partisan political atmosphere of a liberal democracy. Still, a liberal democracy is open to the importation of these elements from the liberal arts. Thus, saving liberal democracy from authoritarianism depends on a robust liberal arts presence in society. What reforms of the liberal arts are needed to make this objective possible? Much rides on the answer to this question. For the fact is that if the liberal arts recedes to a whisper, liberal democracy is likely to be defeated by the authoritarian’s bluster-filled and always nihilist roar.

In 2001, George W. Bush created the White House Office of Faith-Based and Community Initiatives. The driving force behind the policy was to create a “level playing field” where faith-based organizations could compete on an equal footing with secular organizations for government funding of social aid programs. Given, on the one hand, the continuation of faith-based policy under Barack Obama and, on the other, the continued support by the vast majority of the American people for some form of such policy, the need has emerged to clearly understand what this policy is and the issues that it raises. Why? First, because the policy reveals new paradigms that explode traditional political and religious designations such as conservative–liberal or evangelical–progressive. Secondly, it is a policy which is setting precedents that with time will only become more entrenched in the institutional fabric of American government and the values of the culture. Finally, it does not seem to be a policy that is likely to just go away. And if it won’t go away, then, how should responsible policy be conducted?While John Chandler''s Faith-Based Policy: A Litmus Test for Understanding Contemporary America responds to this need to understand, it also acknowledges that there is already a substantial amount of documentation available, which, taken together, provides a comprehensive, though sometimes biased, picture of faith-based policy. This book contributes a relatively brief, impartial analysis that draws on and synthesizes the available information. More specifically, in order to dissipate the confusion surrounding the perceptions that many have had concerning the intention and meaning of the policy, this book provides insight into: 1) the theological visions of the faith-based actors behind the policy; 2) how these actors have tried to apply these visions as the program has evolved in the 2000s; 3) the divisiveness and debate that has characterized the faith-based experiment, and; 4) how all of the above may be held up for contemplation by the reader as a mirror of developing American culture.
