The twenty-first century has seen a sharp rise in privatization of the military, especially of logistics and security functions during the U.S.-led wars in Iraq and Afghanistan. The outbreak of Somali piracy that started in 2008 has prompted a similar revolution in maritime security. Private security companies began operating armed escort vessels to protect merchant shipping against pirates off the Horn of Africa. Private Anti-Piracy Navies is intended to provide a contextualized understanding of the historical origins, current state, and future prospects of this fast-changing sector. Centuries ago, the British East India Company used a private navy against piracy in the same waters with much success. Yet since then, international law has evolved to more tightly regulate the use of force by civilians, and to afford greater protections to suspected pirates. Thus, the development of what are in effect private warships has presented numerous legal and regulatory problems. How can the companies that operate these vessels be effectively licensed? Under what circumstances should they be allowed to use lethal force? This book explains how regulators in industry and government have attempted to answer such questions, and highlights the remaining areas of uncertainty. It also addresses the economic factors that drive the struggle between pirates and anti-piracy forces. Of equal concern are operational considerations such as defensive tactics, logistics, and rules of engagement. Security companies must carefully balance rights concerns against the need to defend ships effectively. Partly due to the contribution of private security, piracy in the Indian Ocean has dropped significantly over the past two years, leading to widespread overconfidence. Governments under severe budget pressure may withdraw their naval task forces from the region prematurely, leading to a resurgence of Somali piracy. At the same time, pirates are wreaking havoc in the Gulf of Guinea off West Africa. The book concludes with an assessment of private naval forces’ prospects in these conflicts over the short term, as well as the implications for wider naval privatization in the long run.

After Multiculturalism: The Discourse on Race and the Dialectics of Liberty provides a unique critique of multiculturalist thought in social theory and public policy from an individualist perspective. Contemporary academic and policy discourse on race and racism in the United States is dominated by collectivist social theories that are founded on the idea that the only meaningful challenges to racism are those that foster collective social identities and seek to influence and direct the use of state power in the interest of particular racial and ethnic groups. Multiculturalism is the prevailing incarnation of anti-racist thought that informs and mediates political process and organizational life in the United States. The multicultural discourse on race has become tribalist, anti-western, anti-market, and statist. After Multiculturalism challenges the notion that collectivist and statist ideologies ''own'' racism as an educational and public policy issue. Welsh demonstrates that individualist philosophies entail critiques of racism that follow directly from their anti-collectivist and anti-statist foundations. He argues that multiculturalism is unlikely to promote the types of social action and changes essential to overcoming racism and that the individualist and libertarian ideas discussed in the book make important contributions toward the realization of a world free of racial domination. To this end, the ideas of Ayn Rand, Murray Rothbard, Benjamin, Benjamin Tucker, Lysander Spooner, Max Stirner and contemporary libertarian scholars are discussed to the lay the foundation for a critique of multiculturalism. The book explores the concepts of post-ethnicity and transracialism as individualist and libertarian expressions of a society ''after multiculturalism.'' Welsh''s discussions of transracialism and post-ethnicity constitute unique and important contributions to social thought. This book will hold great interest for scholars and students concerned with race, ethnicity, political theory, or individualist thought, as well as scholars and students of the history of ideas.

It is the product of a multiyear, transnational research project by the Anti-racist Research and Action Network of the Americas in collaboration with resistance movements confronting racial retrenchment in Brazil, Bolivia, Chile, Colombia, Guatemala, Mexico, and the United States. How did we get here? And what anti-racist strategies are equal to the dire task of confronting resurgent racism? This volume provides powerful answers to these pressing questions. 1) It traces the making and contestation of state-led racial projects in response to black and indigenous mobilization during an era of expansion of multicultural rights in the context of neoliberal capitalism. 2) It identifies the origins and manifestations of the backlash against hard-fought (but hardly far-reaching) gains by marginalized peoples, showing that (contrary to critiques of “identity politics”) the losses and anxieties produced by the failures of neoliberalism have been understood in racial terms. 3) It distills a path forward for progressive anti-racist activism in the Americas that looks beyond state-centered, rights-seeking strategies and instead situates a critique of racial capitalism as central to the contestation of white supremacy.

Many conservative extremists have argued that Obama was advancing a socialist agenda, immersing himself in African-American radicalism, and pushing big government liberal policies during his first term. The Republican Party, we once knew, has been pushed to the extreme right and has rendered itself unwilling to compromise with the first African American president in order to credit him with any degree of success. The Party’s chief goal was to take back the White House in the 2012 presidential election by any means necessary to push their radical agenda, as some have boldly stated. With the help of Republican governors in certain swing states, the Republican Party knew it had a chance to win the White House by passing voter suppression ID laws. Consequently, from white church pulpits to the political arena, conservative radicals have divided the American electorate and have played on the irrational apocalyptic fears of many that Obama will destroy the exceptional nature of America. Conservative radicals have shaped our national debate and have driven our discourse with eliminationist and racialized rhetoric against the Obama presidency. Consequently, many anti-Obama narratives have hit the bookstores and have consumed the intellectual life of an overly suspicious, low information general public where many lack the critical and political thought about ways they need to know to emancipate themselves from destructive prevailing ideologies. Obama’s Political Saga serves as a counter-narrative to the paranoid politics of anti-intellectual and anti-science radicals and hopefully provides a reasonable discussion about Obama’s political saga in his first term. These anti-Obama narratives have resurrected themselves from the Jim Crow era, influencing a segment of the conservative base to believe that equal rights for African Americans, other Americans of color, and women would threaten the social order by diminishing white (male) privilege. Therefore, we need counter-narratives to help us engage in genuine political and intellectual debate about the first African American president and his legacy.

With the leverage of digital reproducibility, historical messages of hate are finding new recipients with breathtaking speed and scope. The rapid growth in popularity of right-wing extremist groups in response to transnational economic crises underscores the importance of examining in detail the language and political mobilization strategies of the New Right. In Europe, for example, populist right-wing activists organized around an anti-immigration agenda are becoming more vocal, providing pushback against the increase in migration flows from North Africa and Eastern Europe and countering support for integration with a categorical rejection of multiculturalism. In the United States, anti-immigration sentiment provides a rallying point for political and personal agendas that connect the rhetoric of borders with national, racial, and security issues. Digital Media Strategies of the Far Right in Europe and the United States is an effort to examine and understand these issues, informed by the conviction that an interdisciplinary and transnational approach can allow productive comparison of far-right propaganda strategies in Europe and the United States. With a special emphasis on performing ideology in the far-right music scene, on violent anti-immigrant stances, and on the far right’s skillful creation and manipulation of virtual communities, the contributions foreground the cultural shibboleths that are exchanged among far-right supporters on the Internet, which serve to generate a sense of group belonging and the illusion of power far greater that the known numbers of neo-Nazis in any one country might suggest. Moreover, with attention to transatlantic right-wing movements and their use of particularly digital media, the essays in this volume put pressure on the similarities among the various national agents, while accommodating differences in the virtual and sometimes violent identities created and nurtured online.

Narrative Productions of Meaning develops a framework for social science examinations of narrative; it outlines relationships between stories, storytelling, and culture, and it explores the characteristics of several types of stories including self stories that create coherence from the chaos of personal experience, stories that persuade mass audiences that public resources are required to resolve intolerable conditions, and stories that justify the contents of public policy and the organization of social services. It concludes with issues about relationships between stories and the processes of democratic politics. Narrative Productions of Meaning demonstrates the ways in which stories create meaning and how this meaning shapes both subjective understandings and material realities. This book explores the misuse of ten key analogies arising from World War II and charts their problematic deployment after the 9/11 attacks. The Anti-Homosexuality (dubbed “Kill the Gays”) Bill of 2009 propelled Uganda to the forefront of global media. In its initial manifestation, the Bill threatened to penalize “aggravated homosexuality” with the death penalty. The media attention earned by the proposed legislation opened avenues for transnational cooperation and communication between US-based Human and LGBTI Rights organizations and kuchu (or LGBTI) Ugandans. The Economies of Queer Inclusion focuses on this transnational relationship and the complications that arise when international currency and professionalization transform grassroots organizing. This book excavates how transnational advocacy, which aims to empower LGBTI rights activism, actually restructures and, in some cases, limits local movements. With interview and ethnographic data with activists in Kampala, Uganda and New York City, the research highlights how the introduction of international attention and funding causes organizations to restructure their movement goals and strategies in order to best attract desired partners. The funder-funded relationship causes both local discord and transnational divestment from alternative forms of organizing. The research presents a compelling, counter-narrative that exposes that the development of this economy did not occur because of the Anti-Homosexuality, but rather inspired the legislation and then peaked in the five years following. As an engaged, ethnographic look into a social justice movement, the text explores organizational structures and activist strategies in order to critique and strengthen future mobilization. Accordingly, the text applies various sociological and critical race theories to provide an incisive and in-depth exploration of a powerful political moment.
