Truly fair trade would make reciprocal concessions to developing countries while allowing them to better their own positions. However, five hundred years of colonial racism and post-colonial paternalism have undermined trade negotiations. While urging developing countries to participate in trade, the North offers empty deals to "partners" that it regards as unequal. Using a mixed-methods approach, J. P. Singh exposes the actual position beneath the North's image of benevolence and empathy: either join in the type of trade that developed countries offer, or be cast aside as obstreperous and unwilling. Singh reveals how the global North ultimately bars developing nations from flourishing. His findings chart a path forward, showing that developing nations can garner favorable concessions by drawing on unique strengths and through collective advocacy. Sweet Talk offers a provocative rethinking of how far our international relations have come and how far we still have to go.

In the centuries before Europeans crossed the Atlantic, social and material relations among the indigenous Guaraní people of present-day Paraguay were based on reciprocal gift-giving. But the Spanish and Portuguese newcomers who arrived in the sixteenth century seemed interested in the Guaraní only to advance their own interests, either through material exchange or by getting the Guaraní to serve them. This book tells the story of how Europeans felt empowered to pursue individual gain in the New World, and how the Guaraní people confronted this challenge to their very way of being. Although neither Guaraní nor Europeans were positioned to grasp the larger meaning of the moment, their meeting was part of a global sea change in human relations and the nature of economic exchange. Brian P. Owensby uses the centuries-long encounter between Europeans and the indigenous people of South America to reframe the notion of economic gain as a historical development rather than a matter of human nature. Owensby argues that gain—the pursuit of individual, material self-interest—must be understood as a global development that transformed the lives of Europeans and non-Europeans, wherever these two encountered each other in the great European expansion spanning the sixteenth to nineteenth centuries.

This is the first comprehensive biography in any language of Russia’s leading statesman in the period following the Revolution of 1905. Prime Minister and Minister of Internal Affairs from 1906 to 1911 (when he was assassinated), P. A. Stolypin aroused deep passions among his contemporaries as well as subsequent historians. In the twilight of Nicholas II’s reign he was virtually the only man who seemed to have a clear notion of how to reform the socioeconomic and political system of the empire. His efforts in that direction—in agriculture, local administration, religious freedom, social legislation, the legal system—were radically new departures for the Russian state. His detractors disdained him as a power-hungry, coldhearted politician who was unscrupulous in pursuing his own career and would use any means to restore the tsarist autocracy following the frightening turbulence of 1905. Stolypin’s admirers, however, argued that he was a man of vision who pursued policies that would have transformed the country into a modern state with social and political institutions comparable to those of the West. Lenin’s celebrated denunciation of Stolypin as “hangman-in-chief” set the tone for official Soviet work on his career. In the West, some historians and émigré writers, most notably Aleksandr Solzhenitsyn, erred in the opposite direction. By contrast, this book—on the basis of extensive Russian archival documentation only recently available to historians—seeks to provide a balanced portrait of Stolypin that encompasses the complex, even divergent, impulses that motivated him. Although Stolypin did not shrink from the use of force to stamp out unrest, he lamented the shedding of blood and much preferred nonviolent means to curb the opposition. In foreign affairs, he was uncompromising in his insistence that Russia should avoid entanglements that could lead to military conflict. To be sure, he was deeply committed to monarchical rule, but he did not consider it advisable to abolish the elected legislature or to deprive it of its authority. Stolypin’s program, a blend of reformism, authoritarianism, and nationalism, was more likely than any other to lead Russia toward social and political stability. But Tsar Nicholas II, his entourage, and ultra-conservatives could not bring themselves to yield a portion of their privileges and prerogatives in return for a reduced, though still significant, role in a changed Russia. They succeeded in undermining the Prime Minister’s attempts at fundamental reform and thus scuttled Imperial Russia’s last such attempt before its demise.

This is a book about jurisprudence—or legal philosophy. The legal philosophical texts under consideration are—to say the least—unorthodox. Tolkien, Buffy the Vampire Slayer , Harry Potter , Legally Blonde , and others are referenced as instances of what the author calls lex populi —"pop law". Here, however, issues of legal philosophy are heavily coded, for few of these pop cultural texts announce themselves as expressly legal. Lex Populi reads these texts "jurisprudentially", with an eye to their hidden legal philosophical meanings, enabling connections such as: Tolkien''s Ring as Kelsen''s grundnorm ; vampire slaying as legal language''s semiosis; and Hogwarts as substantively unjust. Lex Populi attempts not only a jurisprudential reading of popular culture, but also a popular rereading of jurisprudence, removing it from the legal experts in order to restore it to the public at large: a lex populi by and for the people.

Many long-held assumptions of historians and literary critics are sharply challenged in this interpretation of the cultural consequences of social, economic, and political change in early modern London. During the sixteenth and seventeenth centuries, greater London’s population nearly quintupled, surpassing 500,000 before 1700, making it Europe’s largest metropolis. Contemporaries often complained that the many problems accompanying this urban development were the result of immigrants flocking to the rapidly expanding suburbs around the City of London. Such complaints assumed that immigrants chose to live outside the City in order to avoid the economic oversight of its trade guilds. Sharing such assumptions, many scholars have found an inherent conflict between residents of the traditional, orderly City and those of the relatively licentious suburbs. According to their view, this conflict encouraged both the decline of the guilds and the appearance of new forms of representation in Renaissance literature, notably in the plays staged in suburban theatres. The author offers an alternative to this view of London’s expansion. His argument begins with an analysis of sermons, tracts, and poems suggesting that some Londoners of the time considered the suburbs subject to the same kinds of authority as the City, which consequently made them integral parts of the metropolis. The author then draws on the records of more than twenty guilds to demonstrate that many members lived and worked in the suburbs and were as capable of flaunting City traditions and authority as immigrants; trade guilds, therefore, were metropolitan by nature. However, the extent to which guilds continued to offer a sense of community—of meaningful association—to their members depended in turn on the desire of individual members to identify themselves with their guild’s goals and values. The author argues that guilds, as principal sites for the collision of tradition and innovation, generally took a flexible approach to change rather than simply trying to prevent it.

The middle-class condition, seen during the twentieth century as both the symbol of progress and order and the means to achieve it, has largely evaded historical analysis. Blending historical methods and anthropological sensibilities, Intimate Ironies relates the everyday lives of an emergent white-collar middle class to Brazilian national politics in the twentieth century. Focusing on the period between 1920 and 1950, the author looks beyond ideologies to reveal how, amidst the turmoil of modernization, middle-class men and women strained to wrest order from the ordeal of change. Drawing on legacies of hierarchy and patronage and orienting themselves in very concrete ways to the middle-class ideal of Western modernity, these Brazilian men and women recast the meaning of work and home to set themselves apart from those below them and to project a sense of moral superiority over those above. The author shows how anxieties growing out of this ambivalent position deeply conditioned their role in national politics, from experiments groping toward middle-class populism during the 1930''s to the moralistic distrust of institutional politics that characterized the middle-class political outlook after World War II. Intimate Ironies represents a novel approach to the history of urban middle classes in the twentieth century. Most studies of the middle class have concentrated on culture or political behavior; rarely have the two been brought together. By linking everyday life and politics, the book reinvigorates the study of political history and class in modern Latin American societies, in the process complementing recent studies of organized labor and the industrial elites in Latin America. And by telling an unorthodox story of the middle class, the author challenges the very possibility of a linear, progressive narrative of social development.

No comparable bibliography exists even in Japanese. The work includes explanatory introductions, a glossary of terms and phrases used in the documents, alphabetical and chronological indexes of the documents and sources, and photographs of representative original documents, with comments on format and style.

"War is too important to be left to the generals," declared French Prime Minister Georges Clemenceau over a century ago. But which civilians, exactly, play the most important roles in controlling the armed forces? When civilian control is studied, the focus is typically on those in the upper echelons of the executive branch: presidents, prime ministers, or defense secretaries. Yet, because civilians in the executive may be tempted to hide problems or use the military in controversial ways, researchers must extend Clemenceau's dictum: if war is too important to be left to the generals, civilian control is too important to leave with the executive. This book aims to understand the similarities and differences among the world's democracies regarding the role of legislatures in democratic civil-military relations. Drawing on over a dozen cases from across the globe, the authors examine how most legislatures face capability and motivational impediments to conducting truly robust oversight and propose realistic reforms to strengthen military accountability to elected officials and the public—the heart of the civil-military relationship.
