Mexico began its long and often painful transition from an agricultural and rural society to one largely industrial and urban during the late “Porfiriato,” the period between 1890 and 1910. Challenging the standard view of the Porfirian state as dominated by personalist politics, foreign financial interests, and a disadvantageous export economy, this book argues that beginning in the 1890s, the Mexican government adopted a coherent set of economic policies explicitly designed to foster Mexican industry, notably manufacturing. The author offers the first systematic explanation of why private investment came to Mexican domestic industry in an era when we would expect investors to prefer export-oriented activities, and when imported manufactures held every advantage in the domestic market. He shows that the government of Porfirio Díaz encouraged the development of a domestic industrial sector through a planned and carefully administered set of laws and policies, including commercial policy (import tariffs), intellectual property law (patents), and the New Industries program (that provided tax incentives to entrepreneurs who set up new industries). This study also offers a case study of rapid institutional change in the context of a relatively backward and transitional economy. Within a historical context, it argues that Mexico’s federal bureaucracy proved able to craft, administer, and adjudicate economic policy in relative freedom from political considerations, resulting in an increasingly diverse economic structure. Within a theoretical context, it argues that institutions play a crucial role in shaping investment behavior, but that understanding this relationship requires careful attention to the structure of policy, to patterns of its administration, to the response of entrepreneurs, and to the broader economic and historical context. This case thus suggests a more nuanced view of the theories of the “New Institutional Economics.”

Architects of Austerity argues that the seeds of neoliberal politics were sown in the 1950s and 1960s. Suggesting that the postwar era was less socially democratic than we think, Aaron Major presents a comparative-historical analysis of economic policy in the United States, the United Kingdom, and Italy during the early 1960s. In each of these cases, domestic politics shifted to the left and national governments repudiated the conservative economic policies of the past, promising a new way forward. Yet, these social democratic experiments were short-lived and deeply compromised. Why did the parties of change become the parties of austerity? Studies of social welfare policy in these countries have emphasized domestic factors. However, Major reveals that international social forces profoundly shaped national decisions in these cases. The turn toward more conservative economic policies resulted from two critical shifts on the international stage. International monetary organizations converged around an orthodox set of ideas, and a set of institutional transformations within the Bretton Woods system made the monetary community more central to financial management. These changes gave central banks and treasuries the capacity to impose their ideas on national governments. Architects of Austerity encourages us to critically consider the power that we vest in public financial authorities, which have taken on an ever larger role in international economic regulation.

What is authentic art in a historical moment when the artist has become a model for neoliberal subjectivity rather than its negation? Drawing on a rich set of original oral histories conducted with retired factory workers from industrial centers across the country, this book provides a bottom-up examination of working class participation in factory life during socialist and reform-era China. Huaiyin Li offers a series of new interpretations that challenge, revise, and enrich the existing scholarship on factory politics and worker performance during the Maoist years, including the nature of the Maoist state as seen in the operation of power relations on the shop floor, as well as the origins and dynamics of industrial enterprise reforms in the post-Mao era. In sharp contrast with the ideologically driven goal of promoting grassroots democracy or manifesting workers'' status as the masters of the workplace, Li argues that Maoist era state-owned enterprises operated effectively to turn factory workers into a well-disciplined labor force through a complex set of formal and informal institutions that functioned to generate an equilibrium in power relations and work norms. The enterprise reforms of the 1980s and 1990s undermined this preexisting equilibrium, catalyzing the transformation of the industrial workforce from predominantly privileged workers in state-owned enterprises to precarious migrant workers of rural origins hired by private firms. Ultimately, this comprehensive and textured history provides an analytically astute new picture of everyday factory life in the world''s largest manufacturing powerhouse.
