Globalization and recent developments in the world suggest strong relationships between local and global decisions, actions and impacts. Global-local relationships are also associated with positive and negative externalities, which necessitate policy interventions.Lecture Notes in Global-Local Policy Interactions discusses the process of building and managing a global public policy and the interaction of public policies at the global and local (national/regional) levels. This book demonstrates the global negative externalities from under-regulation of various activities by one agent/country that affect the well-being of other agents/countries, and the design of policies (agreements) to reduce the impacts of such externalities. Possible opposed interests to global policies of local stakeholders and the (local) policies they established to tackle such externalities in their jurisdictions are included as well.The book introduces concepts and principles associated with conflict, negotiation and cooperation, all of which are part of policy reform and design. It explores to various extents the global-local interactions that are related to selected global policies. Special emphasis is placed on global policies such as climate change, water, anti-terrorism, tobacco control, regulation of substances that deplete the ozone layer, desertification, and elimination of anti-personnel mines.

The new book focuses on health diplomacy negotiations, in Geneva and elsewhere, that have involved WHO or that have substantial implications for the work of WHO. Each of the chapters provides a detailed account of a particular example of global health negotiation, concerning hard and soft law instruments but also addressing the full range of health issues — reaching from issues of research and development, polio eradication, NCDs and plain packaging, to the post-2015 process, the WHO reform and non-state involvement. The book therefore captures a wide-range of experiences of distinguished diplomats, academics and senior practitioners. The contributions to the book are written by negotiators and academics and thus, will provide a unique angle and a tool of reflection for a broad audience. In particular, it will be of interest not only to the academic community and students, but also to policy-makers and diplomats. The case studies will allow for learning on how negotiations work in a complex policy environment. The focus on WHO will explore how a major international organization engages in global health diplomacy and on the implications that health-related diplomacy taking place in a variety of settings has for its work. The Chinese economy was on the verge of collapse in the 1970s but began to take off in the early 1980s, guided by the China model. China became the world''s second largest economy in 2010 and has quickly expanded its enormous global market and political influence. The second global competition between the capitalist countries and China has started. The second global competition is in fact between the China model and the Washington Consensus. Will Western hegemonies end as the result of the second global competition? Will China be able to rewrite the international rules? Will the Chinese communist political system collapse during the competition? What should the West do to the China model?
