Berlin er stærkt præget af at ligge mellem øst og vest. Som hovedstad i Preussen skuede indbyggerne mod øst og ikke mod syd og vest, og under Den Kolde Krig blev hovedstaden delt af Berlinmuren – betonsymbolet på årtiers konflikt mellem Østeuropa og Vesteuropa. Den delte by symboliserede kampen mellem socialismen og kapitalismen, og det er kommet til udtryk i bygninger, gadenavne og monumenter. Som hovedstad i det genforenede Tyskland siden 1990 er Berlins historie ikke lang, men faktisk blev byen hovedstad første gang i 1400-tallet. Byen voksede dog ikke før 1700-tallet, hvor Preussen fik større og større magt, og central betydning opnåede byen først for alvor efter Tysklands samling i 1871. Alligevel er det værd at dvæle ved tiden før 1871, for den todelte by (Berlin og Cölln), Hohenzollernslægten og Preussen viser sig i gammel bymur, slotte og kirker, der spiller sammen med den moderne metropol. Udviklingen ses ikke kun i bygninger, men også i det, der er blevet tilintetgjort og fjernet. For regimeskifter, jødeforfølgelser og ødelæggelser under 2. verdenskrig har ført til heftige diskussioner om erindringer. Hvilke bygninger skulle rives ned? Hvilke skulle repræsentere den nye tid? Hvilke mindesmærker skulle opføres? Kampen om historien er meget synlig i Berlin.
