Disaggregating Diasporas as a Force in Role Contestation Mobilising the Marginalised in Foreign Affairs

Using a Role Theory lens this book investigates Tamil diaspora mass movements and interest groups as marginalised forces of domestic foreign policy influence. Until now Role Theory has not considered diaspora mass movements as collective action actors nor looked at how marginalised diasporas influence elite foreign policy decision-making. Matthew K. Godwin employs a comparative micro-level decision-making narrative that looks incisively at decisions faced by the British and Canadian governments in 2009 and 2013 towards the Sri Lankan civil war and its aftermath. Through qualitative elite-level interviews and content analysis of other primary source data Godwin convincingly argues that when diaspora interest group elites are leveraging the power of mass movements in concert with credible partisan advocates they can influence role contestation. However international institutional constraints on role behaviour may stymie their preferred role performance especially if states are indispensable to the institutions their behaviour may unravel. Ultimately Godwin concludes that some states can't behave badly even when they want to. Military commanders from ancient time had set down rules and regulations to discipline their troops. From the Pharaohs on commanders directed the strategy tactics and camp discipline of the often unruly hosts of soldiers under their command. They had one aim: to create an efficient fighting force. Military officers camp-followers and cooks were all expected to perform their services according to mandate and in light of the best interests of the armed force and the fighting soldiery. Under the dual auspices of military necessity and national self-interest the code of the military commander was simple: maintain a disciplined fighting force in order to achieve military victory. To remedy this gap between theory and practice a practical guide was needed which would briefly describe for commanders in the field the rights and obligations of belligerents as custom and theory had developed them. Then political and military policy could be expected to conform to the theoretical law of nations. This was the synthesis that the Lieber code proposed. Over the past 20 years China’s international status as a “great power” has become undeniable. China’s “peaceful rise” has included substantial investments in military modernization and an increasingly assertive regional posture. While China has not waged war since 1979 it has frequently resorted to what the U. S. State Department has referred to as “gangster tactics” – threats intimidation and armed confrontation – to advance its strategic aims. When Rats Lice and History appeared in 1935 Hans Zinsser was a highly regarded Harvard biologist who had never written about historical events. Although he had published under a pseudonym virtually all of his previous writings had dealt with infections and immunity and had appeared either in medical and scientific journals or in book format. Today he is best remembered as the author of Rats Lice and History which gone through multiple editions and remains a masterpiece of science writing for a general readership. From a human perspective an invading pathogen was abnormal; from the perspective of the pathogen it was perfectly normal. This book is devoted to a discussion of the biology of typhus and history of typhus fever in human affairs. Zinsser begins by pointing out that the louse was the constant companion of human beings. Under certain conditions to wash or to change clothing lice proliferated. The typhus pathogen was transmitted by rat fleas to human beings who then transmitted it to other humans and in some strains from human to human. Rats Lice and History is a tour de force.
